The state of North Dakota issues permits to both residents and non-residents.
The North Dakota Non-resident Permit is available to full-time active military duty stationed in ND and residents of states which have reciprocity with North Dakota, given they have a valid CCW permit from their state.
Permits are classified as Class 1 and Class 2 licenses. The only major difference between the two is the reciprocity.
Keep in mind that if carrying in another state, you must adhere to that state's laws, including age requirement for concealed carry.
